Robert Ellis was a floating NSA agent, who helped plan Operation Nightfall. A covert operation that was authorized by Senator David Palmer and led by Jack Bauer to assassinate Victor Drazen.
Day 1
When Senator Palmer and Jack Bauer were trying to find the connection as to why they were being targeted, they remembered Operation Nightfall. Jack was able to contact Robert Ellis, who coordinated the mission. Jack tells Ellis of the situation and asks him to look up the files on Victor Drazen. Jack and Palmer discover that Victor Drazens' wife and daughter were killed in the attack, and that's why they're both being targeted. When Ellis phones back, he tells Jack that the files have been erased. Ellis walks into the bathroom, a man comes from behind and starts to choke him with a wire. Ellis is killed by the assassin. Since Jack is unable to get in contact with Ellis, he contacts CTU: New Orleans, who confirm that Ellis was killed.
