Ramon Salazar, older brother of Hector Salazar, was the leader of a large drug smuggling business in Mexico.

Day 3

The season begins with Ramon Salazar in prison, six months after Jack Bauer's undercover work within the Salazar family landed him behind bars. With his younger brother Hector Salazar's help, he is able to escape. Then, a virus codenamed Cordilla is rumored to be landing into terrorists hands, and Jack, still undercover, convinces the brothers to buy it off of Michael Amador. At the "auction", they are outbid by Nina Myers and a riot breaks out.

Hector is shot after he attempted to shut down the operation once getting cold feet, and Ramon flees when Chase shows up with Commandos. He is later killed by the virus he had taken away from Nina, but it is revealed that Michael Amador sold the real virus to Stephen Saunders.
