Paul Raines was the estranged husband of Audrey Raines. She attempted to file for divorce with Paul, but when she was kidnapped along with her father, Paul flew out to see her, attempting to make up. Paul soon realized that she had fallen in love with Jack.

It was discovered that Paul, a British businessman, had leased out a building to one of the men involved in the terrorist attacks. Paul was unaware of this, but accompanied Jack to a department building to uncover the truth. Once finding the necessary files and escaping, Paul Raines was shot while taking a bullet for Jack.

Later in the day while in surgery at CTU, Jack forced the surgeon at gunpoint to operate on a Chinese official brought in after the raid on the Consulate building. Paul Raines died soon after, and the tragic event drove Audrey and Jack apart forever.
