Navi, along with his wife Dina and son Behrooz, are immigrants from Turkey who currently reside in a suburb of Los Angeles. Navi is a very cruel individual, who does not hesitant to risk the lives of those close to him in order to fulfill Marwan's goals. When his son Behrooz is tailed by his girlfriend on an assignment, Navi orders one of his men to kill his own son. He fails, as Behrooz realizes what is happening and kills the man himself.

Dina realizes what Navi is doing, and helps her son escape. They retreat to a hospital after Dina is shot trying to flee, and Navi calls the hospital, ordering the medical staff to lock down Behrooz because he is a drug seeker. Once there, Navi captures his son and attempts to use him as leverage when Jack Bauer and crew arrive on the scene. Instead, as Jack initiates an attempt on Navi, Behrooz picks up Navi's gun and shoots his own father, killing him.
