Masters was a henchman working under the command of Tony Almeida during the events of Day 7.

Day 7

After assisting Tony Almeida in the kidnapping of Michael Latham, Masters forced Latham to construct a device which would allow their group the ability to break into the Firewall Project created by Homeland Security. When the device was completed, Masters plugged it into their systems, only to find that it didn’t work. He reported it to Tony, who went to confront Latham about his failures and to have him fix his mistakes.

Later on, following the raid on their dockside hideout by Jack Bauer and Renee Walker, Masters would be shot on killed by Jack and Renee after being ordered to stop them by Tony.
