Julia is the wife of the wealthy Alan Milliken, one of President David Palmer's most important backers. During a period when Alan was recovering from illness, she had an affair with David's brother, Wayne. Alan found out about their involvement, and demanded Wayne to be fired from from office (which failed).

Sherry Palmer attempted to blackmail Alan with the help of Julia, and while caught by Alan, Sherry became hostile towards him, causing a heart attack. Sherry prevented Julia from allowing her to save him, and feeling the burden over his death, Julia shot Sherry and then herself, ending both their lives.
