James Heller is the father of Audrey Raines and Richard Heller. He was the Secretary of Defense during Day 4 and Day 5.

Prior to Day 4, James Heller hires Jack Bauer as a special advisor to his team. Soon afterwards, James and his daughter, Audrey, are kidnapped by terrorists who plan to broadcast Heller's execution over a live feed in front of the country. Jack is able to save them though. Heller also is responsible for reinstating Tony Almeida at CTU and for torturing his son Richard into giving up information on the terrorists plan, which he was suspected of knowing.

In Day 5, Heller is given the audio recording implicating President Logan in the terrorist attack, and is asked by Jack to deliver to the Attorney General. James Heller refuses and instead goes to Logan himself, hoping to get him to resign. Logan is able to reacquire the audio with Henderson's help and instead wants Heller to resign in front of the Vice President. Heller takes off and while being chased by Logan's men, drives off of a cliff, hoping to sacrifice himself to save Jack and his daughter.
It is later revealed that James Heller survived the fall, but was in critical condition.

William Devane was a main cast member for Season 4 only. He later returned in both Season 5 and Season 6 as a Special Guest Star.
