Hal Gardner was known as someone who attempted to steal the spotlight from President Logan during good times, and when things went bad, blame would fall on Logan.

During the terrorist threat, Gardner advised Logan on issuing Martial Law in Los Angeles, and the issue was soon made. Soon afterward, Gardner put Homeland Security in charge of CTU because of his lost faith in their ability to run things after the attack on the complex. Jack believes Gardner to be a suspect in the attack, but when Logan issues a warrant for Jack's arrest, Gardner defends Bauer, calling him a hero.

Once Charles Logan is arrested and sent away, it is announced that Hal Gardner will be sworn in as the next President of the United States.
