Eli Stram worked for Ira Gaines during Day 1.
Day 1
Eli guarded Teri and Kim Bauer when they were brought to Ira Gaines' compound. At one point, Eli was ordered by Gaines to execute Teri and Kim when Jack didn't follow his orders, but Gaines decided to let them live longer as he still needed Jack.
When Eli was going to have his way with Kim, she fought back, so Teri offered herself so there would be no conflict. Eli agreed and raped Teri. While Teri was with him, she was able to obtain Eli's cell phone, in which she used to call for help. Eventually, Eli is able to find his phone in which Teri hid and hangs it up, cutting off the trace that was setup by CTU.
When Andre Drazen shut downs Gaines' operation, he sends Eli to kill Teri and Kim. Teri pulls out a gun given to her by Rick Allen, but it doesn't fire. Eli goes on to try and stab Kim, in the process Teri is able to grab Eli's gun, and shoots and kills him.
