As Henry Taylor is being brought to the basement of a grocery store across from his apartment, Ike Dubaku watches a television as President Taylor is giving a speech to the nation. She declares that the threat is nearly over, and that the Juma regime will soon collapse. Once done speaking, Taylor heads back to the Oval Office where Ethan Kanin tells her that Prime Minister Matobo has arrived. Jack, Bill, and Renee Walker are also with her. Matobo thanks Taylor for her efforts towards Sangala and then leaves to plan with his men. Jack alerts the President that people in her inner circle have been undermining her foreign policy. Just then, Taylor receives a call from Dubaku. He is with Henry, and he demands that the President withdraw troops from the coast of Sangala and give Matobo back to him, or else he will kill her husband. Showing how serious he is, Dubaku has one of his men cut off one of Henry's fingers. Allison Taylor is nearly in tears and claims she can't risk everything just to save Henry, but Jack assures her that they will try to find him before its too late.
At FBI HQ, Janis Gold sees Erika and Sean Hillinger acting strangely, so Janis goes over after she leaves and tells Sean that she knows about his affair, but that he needs to be careful and not let Agent Moss find out. Meanwhile, Renee insists that Moss can help them locate Henry since he has access to Secret Service phone records. Larry meets with them outside of the Capital Building and he gives them the records he found on Brian Gedge, and how he had contact with Edward Vossler. Jack gets info on Edward's family and sends Renee to their house, while Jack heads off to track down Vossler.
In the basement with Henry, Dubaku receives a call from his girlfriend, Marika. He is known as Samuel to her, and he tells Marika that he cannot make it to dinner. After hanging up, Marika argues with her sister Rosa about Samuel. She claims he isn't who he says he is, and after Marika leaves, Rose is seen looking at an opened envelope. Back on the road driving, Jack finds out from Moss that Vossler is heading to an airport to great a foreign diplomat, and at this time, Renee arrives at Vossler's home.
Renee pulls her gun on the wife and orders them into the family room. She has Carol put the child in the crib and orders the wife to handcuff herself to the table. Meanwhile, Jack speeds his way through oncoming traffic as he attempts to cutoff Vossler. He finds the vehicle and rams into the side of it, smashing Vossler into parked cars. Jack gets out and leads Vossler into an empty corridor. Getting Renee on the phone, Jack orders her to take care of the child after Vossler doesn't give up any information. Feigning an attack, Vossler's wife starts screaming and Edward gives in. He tells Jack Henry Taylor's location, but after getting distracted by a pedestrian, Vossler knocks the gun from his hand and pulls out a knife. After a brief fight, Jack is able to turn the tables and uses Vossler's own knife to stab him in the stomach, killing him. He goes outside and steals a car, heading to rescue Taylor.
Bill Buchanan arranges a plan to buy them more time with Dubaku and make him believe they are going with his plan. They disguise a man as Ule Matobo and send him with Secret Service Agents to the dropoff point. Meanwhile, Dubaku receives a call from Marika's sister, Rosa. She tells him that she had a friend in Immigration Services search for someone under his name, but couldn't find anyone. She tells him to break up with Marika or else she will go public with the news. Dubaku leaves to go take care of the matter.
The vehicle with the fake Matobo arrives at the location, but Jack and Renee haven't found Taylor yet. When Dubaku's men order them out of the vehicle, nothing happens. Dubaku tells them that the Americans have been fooling them, so he orders their vehicle be destroyed. Bill orders a retreat fearing for their safety, but one of the men pulls out a rocket launcher and blows the car up. Jack finally arrives at the store, and with Renee at his side, he holds the store owner at gunpoint, ordering him to open the basement door. After doing so, Renee is spotted as she sneaks down the stairs and a fire-fight breaks out. All of Dubaku's men are killed except for one who is injured. He heads back to where Taylor is to kill him, but Jack slides in and shoots the man first. However, a single shot is fired from Dubaku's man, striking Henry Taylor in the chest. Jack rushes to his side and orders Renee to call for an ambulance.

 Background Information and Notes
- Series regulars Mary Lynn Rajskub and Carlos Bernard do not appear in this episode. In Carlos Bernard's absence, Janeane Garofalo receives the "and" credit with no "with" credit appearing.
- This was the final episode filmed before the writer's strike and the final episode that 24 co-creator Joel Surnow was involved in.
- There was no split screen at the end of this episode.
- In the US, the start of this episode was delayed a couple minutes due to a press conference from President Barack Obama.
- Tony Todd appears, again uncredited, as Benjamin Juma in news footage at Dubaku's hideout.
