Carl Webb was an associate of Senator David Palmer on Day 1.
Day 1
We first meet Carl Webb in a parking garage at a secret meeting with David Palmer. Although Carl's official affiliation with Palmer is never revealed, it seems that Webb is the Palmer's go-to man to fix with problems. However, sometimes Carl's way of doing things get in the way with Palmer's values.
Maureen Kingsley, a reporter, tells David Palmer that she has a story about how his son, Keith was involved with the murder of Lyle Gibson, a boy who raped Keith's sister, Nicole. David wants Carl to take care of the problem.
David eventually learns that Keith did accidentally kill Lyle Gibson in a fight. He learns that Carl and the rest of his family have been hiding it from them. Carl eventually finds the source of the Keith story, Keith's psychiatrist Dr. George Ferragamo. The people who funded David's campaign do not want it to go up in smoke over this situation. Carl and his associates have Ferragmo killed in his office, and also plant evidence to implicate Keith in case the Palmer's want to go to the police.
Keith meets with Carl and makes a recording of him implicating himself. David Palmer takes the tape to the Justice Department and his fate is never revealed.
Trivia
- Carl Webb's fate is never revealed on screen, but in a deleted scene from the Season 1 DVD in episode Day 1: 6:00 PM – 7:00 PM, he is in a room watching David Palmer on TV, while men enter and reveal they're from the FBI.
